In a large bowl, separate fresh lavender buds from the stems and mix with 2 cups of sugar. Add 2 cups of boiling water to lavender sugar mixture and stir well to make a simple syrup. Substitute dried lavender if you do not have fresh lavender. Let lavender syrup steep for 2 hours or more.
Add 4 cups of cold water to lavender simple syrup and start by adding 1 cup of lemon juice. Stir well. Add the remaining ½ cup of lemon juice as needed. It is better to add the 1 ½ cups of lemon juice slowly in case the lemons are very tart. Serve over ice.
